JOB PURPOSE: The Associate Health Center Manager – Dental under the guidance of the mission, vision, and cultural beliefs of El Rio Health manages the administrative dental operational activities of health centers as assigned. The Associate Health Center Manager – Dental manages health center staff in the delivery of high-quality healthcare services to El Rio Health patients. In this role, the Associate Health Center Manager – Dental demonstrates a commitment to providing services to a diverse range of patients in support of the mission, vision, and values of El Rio Health Center. The Associate Health Center Manager- Dental works with the health care team to coordinate high-quality, effective services, and may be responsible for multiple Dental Health Center sites. The Associate Health Center Manager – Dental works with administrative supervision and has discretion and independent judgment authority with respect to matters of significance for the assigned department in respect to the resolution of work problems involving departures from standard policies, interpretations, or procedures within the functions and processes for which they are accountable and responsible within the scope of authority and responsibility for the position. Essential Job Functions: Identifies care gaps within the population of own health centers and develops Action plans. Promotes public health and disease prevention through community outreach and the use of technology. Identifies determinants of health as it relates to health disparities and develops action plans tracking rates of illness, death, chronic conditions, behaviors, and other types of outcomes. Manages administrative dental operational activity, programs or projects, and administrative assignments supporting the Health Center’s operations to ensure the highest standards of excellence. Implements and maintains a Continuous Quality Improvement approach to all dental administrative operations; continuously gathering and assessing data for use in improving individual and department performance, as well as contributing to the development of more efficient and effective service delivery. Ensures patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring HIPAA and corporate compliance requirements at all times. Assures that all staff members are provided with initial and ongoing training supporting patient confidentiality. Leads and directs the daily dental operations for one or more Dental Health Center sites, and: Provides guidance, leadership, and supervision to a diverse group of health care professionals by fostering an open environment for teamwork and communication. Ensures a high level of productivity; continually monitoring the service operations of the center. Manages dental operations and staffing coverage; revising and/or reassigning staffing assignments as needed. Monitors and supervises the use of universal precautions and Infection Control standards to ensure full compliance and adherence with established standards and policy. Provides guidance and direction in resolving operational issues or problems. Oversight responsibility to identify and monitor Dental Health program risk factors with plan to ensure identified risks are addressed and minimized. Gains and maintains a comprehensive understanding and proficient ability to ensure full compliance of program regulations, standards, or requirements for federal, State, and local laws: as well as all standards and requirements for internal/external grants or funding sources. This includes the Arizona Administrative Code specific to AHCCCS Dental Policy Manual, and AHCCCS Contractors Operating Manual. Responsible for compliance of timely Medicaid Health Plan Contractor Deliverable submissions. Ensures that the Dental Program maintains at all times, patient, and employee confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring compliance with all HIPAA and corporate compliance standards, as well as generally accepted confidentiality standards. Develops and maintains compliance within the Dental program a comprehensive understanding of and proficiency with the application of all Joint Commission Accreditation standards and reporting requirements for the Dental Program. Ensures compliance with the Arizona Dental Practice Act and standards of other appropriate accrediting or certifying organizations. Coordinates with specialty Providers and General AEGD Residents. Include scheduling on sight and at Congress for oral surgery, periodontics, orthodontics, and endodontics training. Coordinates resident programming with Southwest Clinic. Approves and coordinates dental residents and students, DA and RDH externs; ensure completion of training on all required El Rio Health policies, procedures, OSHA, etc. prior to performing any El Rio services. Leads the development and implementation of measurable goals and objectives, as well as policies and procedures for all operational areas of the Health Center. Develops and implements tactical action plans that support the goals and objectives of the organization. Collaborates on the development, implementation, and oversight of dental operations, and fiscal performance for the Health Center. Functions as an EPM and EHR super user working closely with Information Technology to ensure that appropriate training, error monitoring, and processing corrections are developed and implemented in a timely and effective manner. Responsible for the delivery of coordinated and integrated quality dental care services for El Rio Community Health Center patients. Develops and enhances effective relationships which support and meet the customer service expectations. Advocates and supports the coordination of services with community agencies and referral resources to meet patient service needs. Identifies appropriate resources to provide education to patients, their family members on active participation in their dental care services. Monitors patient service feedback; actively engages patients on service experience and quality; receives and resolves patient complaints on service; plans and implements service improvement opportunities. Possesses a comprehensive knowledge of legal issues related to the operation of the Health Center, ensuring compliance with regulatory agency standards and requirements; develops appropriate policies and procedures to ensure compliance and adherence to legal and regulatory requirements or standards. Performs scheduled and ad hoc audits of patient charts for quality and compliance adherence. Assures medical compliance with Federal, State, and El Rio Community Health Center regulations, policies, procedures, and standards of the Health Center’s operations. Organizes and facilitates regular staff meetings to discuss methods for improving patient service, as well as safe and efficient operations. Prepares professional written communications and/or materials, statements, or reports on training activities, progress towards defined goals and objectives, changes in training program status, or any other ad-hoc reports requested for distribution to executive leadership, management, internal/external clients, or external funding agencies or organizations. Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards for a Health Center Manager and Health Center operations. Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position. Accomplishes department objectives by managing staff; planning and evaluating department activities. Establishes strategic goals by gathering pertinent business, financial, service and operations information; identifying and evaluating trends and options, chooses a course of action and evaluates outcomes. Prepares activity reports to inform management of the status and implementation plans of programs, services, and quality initiatives. Handles complaints, settles disputes, and resolves grievances and conflicts, or otherwise negotiates with others. Establishes work schedules and assignments for staff, according to workload, space, and equipment available. Accomplishes staff results by communicating job expectations; plans, monitors, coaches, develops, and disciplines staff, as necessary. Collaborates with Human Resources in ensuring employee development, as well as the consistent application and implementation of policy with all employee and labor relations. Maintains staff by recruiting, selecting, orienting, and training employees; provides personal growth opportunities to staff. Completes operations by: Organizing workflow to accomplish established objectives. Developing schedules Delegating responsibility Evaluating subordinate Successfully collaborates with Human Resources in ensuring employee development, as well as the consistent application and implementation of policy with all employee and labor relations effectively. Implementing productivity standards Resolving operations problems Maintaining reference manuals Administering necessary discipline Provides information to leadership, supervisors, co-workers, and subordinates by telephone, in written form, e-mail or in person as deemed most effective and appropriate. Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions. Provides on-site cash handling training to respective staff members; supervising employee cash handling processing and ensuring compliance with organizational procedures and policies. Ensures and supports the cost-effective use of materials, supplies, and equipment by ensuring limited waste of all organizational supplies and resources. Drives personal and/or El Rio vehicle for El Rio business, e.g., work sites. Supports El Rio by participating in community events which promote good health, and which contribute to a broader awareness and understanding of El Rio Health and the many services provided to the community. Participates in all appropriate health care activities related to El Rio Health on a local, state, and national level to maintain and enhance El Rio’s image with health agencies, professional associations, and the general public. Performs other duties as assigned. Minimum Education and Experience: Bachelor’s Degree in public health, business administration, or a related field from an accredited college or university. Three (3) years’ supervisory experience; preferably in a dental health or related environment. Three (3) years’ progressive experience in dental or related program i.e. project management, special population programs or grant management within the field. If applicable, equivalent combination of education and experience may be considered, and must be related to the functions and responsibilities of the job. Required Licenses, Certifications, and Registrations: A current certification in Basic Life Support (BLS) for health care providers from an approved and accredited training program. Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment. Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements. Preferred Education, Experience, Skills, Abilities: Master’s Degree in public health, business administration, social work, or a related field from an accredited college or university. (5) years’ supervisory experience; preferably in a dental health environment. Dental Coding Certifications Professional certification in program and/or project management from a nationally recognized organization or agency. Experience in a Federally. Qualified Health Center. Management experience in a union setting. Bilingual in English and Spanish with the ability to speak, read and write in both languages.
