The Incumbent is a General Surgeon who provides consulting, operative [major as well as minor/ elective as well as emergency] and attending services to patients of any age group, including diagnosis, pre- and post-operative care of all operative cases and procedures in the field of general and trauma surgery.
3.1 Is responsible for attending ambulatory and hospitalized surgical patients including cases of all degrees of
complexity, which are within the area of competence and expertise; additionally, providing surgical care of a
more specialized nature in accordance with the delineation privileges as approved by the credential committee.
3.2 Surgeons work to meet established medical, ethical and legal rules in the field of general surgery and practicing
state-of-the-art.
3.3 The applicable surgical unit provides day-to-day work including management and peer review, monitoring and
evaluation of the quality and appropriateness of patient care provided by all physicians within the clinical
privileges, approved by the Credentials and Privileges Committee.
3.4 The HOD is informed of unusual problems or actions taken regarding unusual cases.
3.5 Performs all management functions and duties of a general surgeon and provides expert medical care for
ambulatory and hospitalized patients, including pre- and post-operative cases and such surgical procedures as
are within incumbent’s competence.
3.6 Performs professional duties at out-patients. Surgical care is to be rendered to patients as assigned.
3.7 Provides consultation services to physicians and other surgeons and specialists.
3.8 Assumes after-hours responsibilities for the care of assigned surgical cases and makes daily rounds for those
hospitalized.
3.9 Orders diagnostic laboratory studies and X-ray examinations, determining the diagnosis and prescribing
applicable therapy.
3.10 Makes recommendations to the HOD regarding medical referrals.
3.11 Adheres to the By-laws and Rules and Regulations of the Medical Department and assures that work performed
is in keeping with the established standards of the JCI & DOH.
3.12 Liaise with anesthesiologist on the choice of anesthesia to be used.
3.13 Participates in and contributes to in-service activities such as lectures, conferences, and rounds.
3.14 Participates in the monthly staff meetings.
3.15 Participates and contributes to the Quality Assurance activities of the Service (morbidity and mortality reviews,
peer review activities etc.).
3.16 Participates in hospital committee functions as assigned.
3.17 Strictly observes organization’s medical regulations and policies especially those related to infection control,
patient safety, patient assessment and patient care.
3.18 Performs other miscellaneous related duties as required by the HOD.
3.19 Monitors clinical and other established indicators to ensure ongoing quality assurance.
3.20 Strictly adheres to organization’s regulations and policies especially those related to infection control, patient
safety, EHSMS, DOH, JCI and ISO.
3.21 Supports Continuous Quality Improvement and participates and contributes to all the quality assurance
activities of the service.
3.22 Develops and promotes appropriate standards of departmental KPI’s (Key performance indicators).
3.23 Participates and contributes to scheduled in-service training programs, CNEs, CMEs, In-house activities,
conferences or other programs as requested.
3.24 Exercises effective interpersonal skills in dealings with department staff, associates, and Management.
3.25 Maintains confidentiality as per the agreement signed.
3.26 Participates and contributes to developing departmental guidelines, protocols, manuals, pathways in line with
international standards and statutory requirements.
3.27 Demonstrates the ability to listen to others in promoting effective communication.
3.28 Develops thorough understanding of policies and procedures of the hospital and demonstrates respect for
them.
3.29 Carries out other duties when requested by the Head of department.
3.30 Work in all shifts as scheduled by the head of the department
3.31 Provides after working hours on call emergency coverage for General Surgery and trauma cases when in need.
3.32 EHS Responsibilities of the position includes:
3.33 Familiarize themselves and comply with all EHS and Infection Control policies, standards and procedures that
are relevant for their workplace
3.33.1 Work in accordance with the documented environment, health and safety procedures and instructions,
specific responsibilities defined in individual procedures and instructions
3.33.2 Use of appropriate personal protective equipment and safety systems and follow safe working
procedures
3.33.3 Be familiar with emergency and evacuation procedures
3.33.4 Not willfully or recklessly endanger anyone’s health and safety. Take reasonable care for the health and
safety of persons and the environment that may be affected by the employee’s acts or omissions at the
workplace.
3.33.5 Assist with the preparation of risk assessments
3.33.6 Attend applicable departmental safety training and follow EHSMS policies and procedures.
3.33.7 Take reasonable care of their own health and safety and the environment.
3.33.8 Cooperate with their employer with respect to any action taken by the employer to comply with EHSMS
requirements.
3.33.9 Notify supervisor or Department Safety facilitator of any hazards, environment, health and safety
mishaps or incidents within or outside their area of work.
3.33.10 Comply with all OSH and infection control policies, standards and procedures and cooperate with
hospital management to comply those requirements
3.33.11 Work accordance with the documented OSH procedures and instructions, specific responsibilities
3.33.12 Notifying OSH Hazards, incidents, Near misses and issues and assistance with the preparation of risk
assessments, incident reports
3.33.13 Comply with Waste management procedures and policies
3.33.14 Attend applicable OSH/Infection control training programs, mock drills, and awareness programs
3.33.15 Provide clinical services and patient care in accordance with this standard and in accordance with DOH
Policies and Standards and the laws and regulations of the Emirate of Abu Dhabi.
3.33.16 Submit data to DOH via e-claims in accordance with the DOH Reporting of Health Statistics Policy and
as set out in the DOH Data Standards and Procedures.
3.33.17 In addition to the routine eClaims data, collect and submit to DOH data on screening visits , outcomes
within 2 weeks of the screening date, through the Cancer Screening Form of the cancer surveillance enotification system found on the DOH website .
3.33.18 Report all screen-detected cancers to DOH, through Cancer Case
Notification Form, of the cancer surveillance e-notification.
3.33.19 Comply with DOH policies and standards on managing and maintaining patient medical records,
including developing effective recording systems, maintaining confidentiality, privacy and security of
patient information.
3.33.20 Comply with the requirements of the DOH Policy on Cultural Sensitivity; in particular, providers must
ensure:
3.33.21 That only female radiographers, mammographers or technologists are allowed to perform
mammographic examination for women.
3.33.22 that the timing of screening appointment for women seeking the service is not delayed due to the
limited number of same sex appropriately licensed professionals beyond a few days; and
3.33.23 where delays are likely to occur due to limited availability of same sex licensed professionals at the
screening facility, or where there are no female radiographer, that the provider communicates this to
the patient and refers/recommends that the patient seek screening services from another provider;
3.33.24 Comply with the DOH requirements for Patient Education and consent: the licensed provider must
provide appropriate patient education and information regarding the screening test (physical and
mammography) and must ensure that appropriate patient informed consent is obtained and
documented on the patient’s medical record consistent with the relevant DOH policies and standard.
3.33.25 Comply with DOH requests to inspect and audit records and cooperate with DOH authorized auditors
as required by DOH; and
3.33.26 Comply with DOH requirements for information technology (“IT”) and data management, electronic
patient records and disease management systems, sharing of screening and diagnostic test, and where
applicable pathology results.
4.1 Graduation from an approved medical school plus internship.
4.2 Three years residency in General Surgery and/or equivalent Fellowships approved by DOH.
4.3 Must have DOH License to practice. Five or more year’s exclusive practice of General Surgery since
certification.
4.4 English is required to prepare documentation and it is used as the common language to communicate with
different nationalities. Basic knowledge of medical Arabic desirable.
4.5 Must have a thorough knowledge of medical ethics with particular reference to the obligation to maintain the
confidentiality of his work. Personality which inspires confidence and trust in his patients and adhere to by laws,
Rules and Regulations of the medical organization.
